Rajasthan's textile processing belt — Jodhpur, Pali, and Balotra — has spent the better part of a decade under one form of environmental scrutiny or another. That scrutiny has just sharpened dramatically. In November 2025, the Supreme Court took suo motu cognizance of the pollution crisis choking the Jojari, Bandi, and Luni rivers, calling out "regulatory apathy" and setting up a High-Level Ecosystem Oversight Committee to force compliance that years of tribunal orders hadn't delivered. As of this month, the Rajasthan State Pollution Control Board has stopped issuing fresh consents to new hazardous or high-pollution units across the belt, and the matter is still active before the Court.


Most of the coverage has focused on effluent — dye houses discharging untreated wastewater into rivers that two million people depend on. That's the right focus: it's the most severe and immediate harm, and no amount of progress elsewhere changes that discharge has to stop. But effluent isn't the industry's only pollution source. Textile processing is also fuel-hungry — dyeing, drying, and finishing all run on steam, and steam has traditionally meant coal-fired boilers, with their own emissions load. A textile unit that fixes its wastewater but keeps burning coal hasn't solved its pollution problem; it's solved part of it. Real compliance means treating both as non-negotiable, not picking whichever is easier.


Fuel is its own pollution source, not a side issue

It's worth being precise about what a fuel switch actually does. Coal-fired boilers emit particulate matter, sulphur dioxide, and greenhouse gases directly into the air the same communities living along the Jojari and Bandi are already breathing. Switching to biomass briquettes and pellets — made from crop residue like mustard husk, cotton stalks, and groundnut shells — measurably cuts those emissions at the source, because it replaces a fossil fuel with a lower-emission, renewable one in the same boiler infrastructure. That's a genuine reduction in one category of pollution. It says nothing about whether a unit's effluent is being treated properly, and it shouldn't be read as though it does.


Textile clusters elsewhere in India have been making this switch for reasons that stand entirely on their own. Clusters in Surat and Ahmedabad have shifted a meaningful share of their boiler steam generation to biomass as pollution boards tightened emissions norms. Global apparel brands have run a similar playbook with supplier factories, replacing or upgrading coal-fired boilers with biomass versions specifically to cut emissions and fossil fuel dependence. In none of those cases was the fuel switch presented as compensation for other environmental shortcomings — it was simply fixing the part of the pollution problem that fuel choice controls.


Rajasthan's own biomass and waste-to-energy policy has been pushing in the same direction, and pollution control board orders on alternate-fuel permissions have been extended repeatedly through the current compliance push — treating fuel as one of several fronts regulators expect industry to address, not a substitute for the others.


The biomass industry doing the heavy lifting

It's worth pulling this out from under the textile story, because the biomass sector isn't a side character here — it's infrastructure that already exists at real scale, built for reasons that go well beyond any one industry's compliance troubles. India's biomass pellet manufacturing capacity now stands at over 2 million tonnes, backed by a national policy that mandates a minimum share of biomass co-firing in coal-based thermal power plants and a dedicated central subsidy fund created specifically to expand pellet manufacturing capacity in Rajasthan and neighbouring states. Rajasthan feeds that pipeline directly: the state generates a substantial annual surplus of mustard stalks and husk alone, on top of cotton, groundnut, and other crop residue, most of which was historically burned in the field or left to go to waste.


That surplus is the reason a biomass sector could take root here at all — cement plants, distilleries, pharmaceutical and chemical units, brick kilns, and food processing operations across Jaipur, Kota, Alwar, and Udaipur have all built biomass into their fuel mix, not because a court told them to, but because the feedstock, the economics, and the policy support all lined up. The textile belt's current fuel decisions are landing on top of an industry that was already growing before Jodhpur made headlines — which is exactly why it can respond at the pace this moment demands.


None of that scale materializes on its own, though. It depends on turning scattered agricultural residue into a consistent, deliverable industrial fuel — aggregating it from thousands of individual farms, processing it into briquettes or pellets with reliable calorific value, and getting it to a boiler on a schedule a factory can actually plan around. That logistics and processing layer is the part of the biomass industry that rarely gets the spotlight, even though it's what determines whether any of the surplus above ever reaches a furnace.


What the industry has actually learned

Pollution isn't one problem — it's several, and each has to be solved on its own terms. The Jodhpur crisis makes this unavoidable. Effluent discharge, air emissions, groundwater contamination, and solid waste are separate compliance obligations with separate fixes. A unit can't trade progress on one for a pass on another, and neither should the industry's narrative about itself.

Waiting for a court order is not a strategy. The pattern across effluent and emissions alike is the same: violations tolerated for years, followed by a sudden, sweeping enforcement action once regulatory patience runs out. Units that treated environmental compliance — on every front — as optional until forced are the ones now facing closure.

Cleaner fuel is achievable faster than effluent infrastructure, which is exactly why it shouldn't be deprioritized. ZLD systems and CETP upgrades take years and heavy capital, and that timeline is part of why Rajasthan's belt fell so far behind. A boiler fuel switch is comparatively fast and low-capital. That makes it one of the easiest pieces of the pollution problem to fix — not a reason to treat it as sufficient on its own.

The economics make it worth doing regardless of enforcement pressure. Biomass has consistently priced below coal on a delivered, per-tonne basis, so units that made the switch got a genuine cost advantage independent of any regulatory motive. When a pollution-reduction measure also lowers cost, there's no good reason to delay it — but that's a separate argument from using it to offset unresolved violations elsewhere.

Supply reliability, not technology, is what determines whether a unit can actually follow through. The boilers work. What decides whether a mill can make the switch is whether there's a dependable, traceable supply of agricultural residue feedstock nearby, which depends on whether an organized farmer and biomass network exists in the region — not on demand from the mill alone.


Where this leaves the region

Rajasthan has real structural advantages here: it's an agriculturally rich state with mustard, cotton, and other crop residue in surplus, and a state biomass policy already built to support the transition. What's been missing in much of the belt isn't appetite for cleaner fuel — it's a farmer-linked, traceable feedstock supply chain that mills can plug into without building one from scratch, and a biomass processing sector with the capacity to serve a wave of new industrial demand on short notice.
